REGULATION ON THE PRINCIPLES AND PROCEDURES OF APPLICATION OF ENGINEERING PROGRAMS TO BE ORGANIZED FOR TECHNICAL TEACHERS

Purpose

ARTICLE 1. The purpose of this Regulation is to determine the principles and procedures related to the implementation of the completion programs to be organized in order for those who have earned the title of "technical teacher" by receiving four years of higher technical education after high school to receive the title of "engineer".

Scope and Basis

ARTICLE 2. This Regulation, which has been prepared in accordance with Article 3795 of the Law No. 4, covers those who have earned the title of "technical teacher" by graduating from the departments of male technical teacher school, higher technical teacher training school and higher teacher training school and vocational education faculty that have received higher technical education for four years after high school.

Determination of Completion Programs

ARTICLE 3. The General Assembly of Higher Education decides which engineering completion programs can be opened for those who have earned the title of technical teacher and which technical teachers graduated from which branches can participate in these programs by taking the opinion of the Interuniversity Board.

Preparation and Approval of Curriculum Programs

ARTICLE 4. The curriculum programs to be applied in the completion programs are prepared in a way to eliminate the differences between the curriculum of technical teacher education programs and the curriculum of engineering undergraduate programs based on the undergraduate programs of engineering faculties.

Curriculum programs are prepared in accordance with the provisions of the first paragraph by a seven-member commission elected by the Higher Education Executive Council, three from among the faculty members of the faculties of technical education and three from among the faculty members of the faculty of engineering, under the coordination of a member of the Council of Higher Education. When necessary, the Commission may form a sub-commission from faculty members working in related fields.

Curriculum programs are put into practice after approval by the Interuniversity Board.

Duration of Training

ARTICLE 5. The duration of the completion programs is two semesters. However, those who cannot finish the program within this period are given an additional period of two semesters. At the end of this period, those who are not successful are dismissed from the program.

Introduction to Completion Programs

ARTICLE 6. The duration of the completion programs is two semesters. However, it is determined by the Higher Education Executive Council, taking into account the recommendation of the rector of the university where the program will be opened.

In order to enter the completion program, candidates must get at least (100) out of full marks in the Proficiency Exam (50) prepared by the Interuniversity Board to the relevant engineering faculties and organized centrally once a year. Starting from the candidate who gets the highest grade among the candidates who get at least (50) grades, the number of candidates as many as the quota is entitled to enter the program.

Implementation of Completion Programs

ARTICLE 7. The faculty members of the technical education faculties that will implement the completion programs are determined by the General Assembly of Higher Education by evaluating the laboratories, equipment, workshops, studios and other facilities. The dean of the relevant faculty is responsible for the implementation of the completion programs.

Faculty Members Who Will Teach

ARTICLE 8. The engineering courses in the completion programs are taught by faculty members with engineering titles.

Diploma

ARTICLE 9. Those who successfully complete the completion programs are given the title of "engineer" in the relevant branches; their diplomas are recorded as "having earned the title of engineer by completing the completion program in accordance with Law No. 3795".

Effective

ARTICLE 10. This Regulation, which is prepared by taking the opinion of the Interuniversity Board, enters into force on the date of publication.

Execution

ARTICLE 11. The provisions of this Regulation are executed by the President of the Council of Higher Education.
